3 FEBRUARI 2003. - Overeenkomst tussen het Koninkrijk België en de Democratische Republiek Oost-Timor inzake het aanknopen van diplomatieke en consulaire betrekkingen door middel van het uitwisselen van diplomatieke nota's (Dili 3 oktober 2002, Brussel 3 februari 2003)

Agreement between the Kingdom of Belgium and the Democratic Republic of Timor-Leste relating to the establishment of diplomatic and consular relations by means of the exchange of diplomatic notes DEMOCRATIC REPUBLIC OF TIMOR-LESTE MINISTRY OF FOREIGN AFFAIRS AND COOPERATION Dili, 3 October 2002 The Ministry of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste presents its compliments to the Royal Belgian Embassy in Jakarta and with the reference to the Presentation of Credential of H.E. Luc Darras as Ambassador to Timor-Leste, has the honour to inform that prior to the Presentation of Credential, the two countries need to establish diplomatic relations as the first step. In this regard, the Ministry of Foreign Affairs and Cooperation, wishing to foster closer bilateral relations and cooperation, expresses the desire of the Governments of the Democratic Republic of Timor-Leste to establish Diplomatic Relations with the Government of the Kingdom of Belgium, on the basis of Vienna Convention on Diplomatic Relations 18 April 1961 and the Vienna Convention on Consular Relations 24 April 1963.

The affirmative reply to this Note will constitute an agreement on the Establishment of Diplomatic Relations between the Government of the Democratic Republic of Timor-Leste and the Government of the Kingdom of Belgium, effective from the receipt of the affirmative reply.

The Protocol Division of the Ministry of Foreign Affairs and Cooperation will therefore arrange the presentation of Credential in due course.

The Ministry of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste avails itself on this opportunity to renew to the Royal Belgian Embassy in Jakarta the assurances of its highest consideration.

KINGDOM OF BELGIUM FEDERAL PUBLIC SERVICE FOREIGN AFFAIRS, FOREIGN TRADE AND DEVELOPMENT COOPERATION Brussels, 3 February 2003.

The Federal Public Service Foreign Affairs, Foreign Trade and Development Cooperation of the Kingdom of Belgium presents its compliments to the Ministry of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste and herewith acknowledges receipt of its note MFAC/BA/120/02 dated 03 October 2002 expressing the desire of the Government of Timor-Leste ot establish diplomatic relations with Belgium of the basis of the Vienna Convention on Diplomatic Relations of 18 April 1961 and the Vienna Convention on Consular Relations of 24 April 1963.

The Federal Public Service Affairs, Foreign Trade and Development Cooperation herewith confirms the desire of the Government of the Kingdom of Belgium to establish also diplomatic relations with the Government of the Democratic Republic of Timor-Leste effective from the receipt of present note verbale.

The Federal Public Service avails itself of this opportunity to renew to the Ministry of Foreign Affairs and Cooperation of Timor-Leste the assurances of its highest consideration.

Overeenkomst tussen het Koninkrijk België en de Democratische Republiek Oost-Timor inzake het Aanknopen van diplomatieke en consulaire betrekkingen door middel van het uitwisselen van diplomatieke nota's DEMOCRATISCHE REPUBLIEK OOST-TIMOR MINISTERIE VAN BUITENLANDSE ZAKEN EN SAMENWERKING Dili, 3 oktober 2002 Het Ministerie van Buitenlandse Zaken en Samenwerking van de Democratische Republiek Oost-Timor biedt de Koninklijke Ambassade van België in Jakarta zijn complimenten aan en heeft, onder verwijzing naar het overleggen van de geloofsbrieven van Z.E. Luc Darras als ambassadeur voor Oost-Timor, de eer ter kennis te brengen dat de overlegging van geloofsbrieven moet worden voorafgegaan door het aanknopen van diplomatieke betrekkingen tussen beide landen. Geleid door de wens de bilaterale betrekkingen en de samenwerking te verstevigen, geeft het Ministerie van Buitenlandse Zaken en Samenwerking dan ook uitdrukking aan de wens van de regering van de Democratische Republiek Oost-Timor om met de regering van het Koninkrijk België diplomatieke betrekkingen aan te knopen, op grond van het Verdrag van Wenen van 18 april 1961 inzake diplomatiek verkeer en het Verdrag van Wenen van 24 april 1963 inzake consulair verkeer.

In geval van een bevestigend antwoord, vormt deze Nota een overeenkomst tot het aanknopen van diplomatieke betrekkingen tussen de Regering van de Democratische Republiek Oost-Timor en de regering van het Koninkrijk België, die ingaat op de datum van ontvangst van het bevestigend antwoord.

De Dienst Protocol van het Ministerie van Buitenlandse Zaken en Samenwerking zal derhalve te gepasten tijde ervoor zorgen dat de geloofsbrieven kunnen worden overgelegd.

Het Ministerie van Buitenlandse Zaken en Samenwerking van de Democratische Republiek Oost-Timor maakt van de gelegenheid gebruik om de verzekering van zijn bijzondere hoogachting jegens de Koninklijke Ambassade van België in Jakarta te hernieuwen.

KONINKRIJK BELGIE FEDERALE OVERHEIDSDIENST BUITENLANDSE ZAKEN, BUITENLANDSE HANDEL EN ONTWIKKELINGSSAMENWERKING Brussel, 3 februari 2003 De Federale Overheidsdienst Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking van het Koninkrijk België biedt het Ministerie van Buitenlandse Zaken en Samenwerking van de Democratische Republiek Oost-Timor zijn complimenten aan en bevestigt de ontvangst van zijn nota MFAC/BA/02 van 03 oktober 2002 waarin uitdrukking wordt gegeven aan de wens van de Regering van Oost-Timor om met België diplomatieke betrekkingen aan te knopen op grond van het Verdrag van Wenen van 18 april 1961 inzake diplomatiek verkeer en het Verdrag van Wenen van 24 april 1963 inzake consulair verkeer.

De Federale Overheidsdienst Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking bevestigt hierbij de wens van de Regering van het Koninkrijk België om met ingang van de ontvangst van deze nota verbaal diplomatieke betrekkingen aan te knopen met de Regering van de Democratische Republiek Oost-Timor.
