Appel aux candidats pour des postes d'experts associés Chaque année la Direction générale de la Coopération au Développement (DGCD) met des jeunes spécialistes, universitaires ou titulaires d'un diplôme d'enseignement supérieur, à la disposition de plusieurs organismes des Nations unies.

Une expérience professionnelle de qualité de deux ans minimum est demandée.

La limite d'âge est fixée à 32 ans accomplis au 31 décembre 2005.

Les candidats doivent avoir suivi avec succès le cycle de formation organisé par la CTB (ex cycle AGCD ou DGCI).

Ils peuvent se présenter pour maximum 2 postes. Cette année, aucun poste n'est ouvert aux candidats originaires d'un pays en développement.

Les conventions de travail sont conclues entre l'expert-associé et l'organisation internationale pour une période d'un an. Elles peuvent être prolongées, moyennant une appréciation favorable pour une période totale maximale de 3 ans.

Les experts-associés sont entièrement à charge du Trésor belge.

Les candidats désignés doivent avoir rejoint leur poste dans les trois mois qui suivent leur agrément par l'organisme concerné des Nations unies.

Tout candidat est tenu de répondre au présent appel nonobstant toute candidature antérieure.

RESUME DES DESCRIPTIONS DES TACHES JEA-JPO 2005 For all the posts : Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds. 1. BIT 04/50 SEN (Dakar) Diplôme universitaire en économie, agronomie (développement rural), sciences sociales ou de la santé. Expérience dans le domaine de la formation : élaboration d'outils pédagogiques.

Compétence en utilisation d'outils informatiques (WORD, POWERPOINT, EXCEL, logiciels graphiques, etc.) et Internet.

Français - anglais. 2. BIT 04/51 RDC (Kinshasa) Diplôme universitaire en économie, agronomie (développement rural), sciences sociales ou de la santé. Compétence en utilisation d'outils informatiques (WORD et EXCEL) et Internet.

Français - anglais. 3. FAO Rome SDWW 170 1.Qualifications : diplôme : sciences sociales ou politiques, développement. 2. Connaissances : connaissance informatique;connaissance parfaite de l'anglais et du français. 3. Expérience pratique professionnelle 2 ans : - expérience précédente dans l'organisation de conférences internationales; - connaissance de la problématique du genre et la communication et l'information; - expérience précédente sur le terrain en Afrique très appréciée. 4. HABITAT TCBB KE (Nairobi) University degree in areas relevant to human settlements development and management, for instance, architecture, urban planning, geography, or urban sociology. Qualification in the area of housing and slum upgrading and experience in developing countries and at international level will be a strong advantage.

Experience : 2 years in training and capacity building and/or tool development would be an important asset.

Fluent in English and French and working knowledgeable in other United Nations languages, particularly Spanish, is highly desirable.

Fluent in the use of personal computers including word processing, spread sheets, presentation software and internet applications. 5. HAB LA 21 SEN (Dakar) Diplôme universitaire : aménagement du territoire, de l'urbanisme, de la géographie, de l'architecture, de l'administration publique ou de la sociologie urbaine. Expérience professionnelle de 2 ans dans les domaines du développement local, de la planification participative, de la communication sociale.

Français et anglais. La connaissance de l'espagnol est un atout.

Maîtrise des outils de bureautique courants tels que éditeur de texte, tableur, éditeur de présentations, courrier électronique et internet. 6. OIM SEN (Dakar) Diplome : University degree in Political or Social Sciences or International Studies. Experience : (2)-3 years of experience working with migration and anti-trafficking issues. Previous experience in project evaluation and development, and in liaising with other institutions.

Good communication and drafting skills.

Computer skills (word, excel, power point, Access). Knowledge of migration and human rights issues.

Languages : French and English. Working knowledge of Portuguese an advantage. 7. OIM RDC (Kinshsa) Qualifications : Advanced university degree in Political or Social Science, possibly with specialisation in migration dynamics and/or International Relations;alternatively, equivalent combination of related education and professional experience.

Professional Experience : 2 years Exposure to migration management in a government agency or equivalent. experience in project development, evaluation and field work, especially mobile populations and/or refugees. Experience in liaising or working with regional bodies, government authorities and other national and international institutions, and facilitating inter-governmental co-operation would be an advantage. Familiarity with international migration and/or development matters. Some knowledge of programme development and documentation approaches.

Languages : English and French; knowledge of Portuguese is an asset. 8. OMS MOZ (Maputo) Minimum Qualifications and Experience. University degree in law or public health or a related field of study, with knowledge of human rights law. 2 years' experience of working in the field of human rights, development and/or public health desirable with (either/or/and) NGO/international organization/government.

Knowledge of and experience in human rights in the context of health development.

Excellent writing and communication skills, including computer skills.

Excellent knowledge of spoken and written English, knowledge of local language(s) an asset. 9. OMS VietNam (Hanoi) University degree in law or public health or a related field of study, with knowledge of human rights law. 2 years' experience of working in the field of human rights, development and/or public health desirable with (either/or/and) NGO/international organization/government.

Knowledge of and experience in human rights in the context of health development.

Excellent writing and communication skills, including computer skills.

Excellent knowledge of spoken and written English, knowledge of local language(s) an asset. 10. PNUD Algérie (Alger) Education (only Master's degree or equivalent) : MA - MSc (or equivalent) in economics, development, international affairs, political science, and/or lawWork. Experience (2 years relevant work experience) : 1-2 years in the areas of Governance and Human Rights Key Competencies of the assignment : Practical and theoretical expertise in the areas of Governance and Human Rights. - Excellent knowledge of English and French; - Knowledge of UN System. 11. PNUD Mali (Bamako) Education (only Master's degree or equivalent) : Master degree or equivalent in Social or Political sciences, Administration or Economics Practical knowledge of development issues and of education sector in particular is an advantage. Minimum of two years of professional experience, mainly in outreach activities or in project management.

Fluency in French (spoken and written). Good writing skills and good knowledge of English. 12. UNAIDS Pérou (Lima) University degree in development economics, social or physical sciences, public health, public administration, management or similar academic preparation. Knowledge of the HIV/AIDS epidemic globally and its implications.

Understanding of the UN system of organizations and their delivery mechanisms.

Two (to three) years experience in administration and operation of public or private sector programmes at the national or international levels, experience in strategic planning and loan negotiations is desirable.

Excellent working knowledge of English or Spanish and working knowledge of the other.

Knowledge of computer management and applications. 13. UNAIDS GUATEMALA (Guatemala City) University degree in development economics, social or physical sciences, public health, public administration, management or similar academic preparation. First university degree in a field related to natural resources (e.g. natural science, resource management or geography). An advanced degree would be an advantage. Two to three years of work experience in a relevant field, preferably including work experience in a developing country.

Fluency in English required. Working knowledge of another UN language desirable.

Basic computer literacy required. 15. UNEP 25 KE (Nairobi) Civil Society- Division of Policy Development and Law, Major Groups and Stakeholders Branch master's degree in environmental or social science.A combination of the two will be an asset.

The incumbent should have at least (2)-3 years of experience, and especially two in international context, on issues related to environment.

Language proficiency required : Fluency in English is essential as well as one of the other UN languages, especially Spanish or French.

The incumbent should have computer skills, especially on database and web design, as well as drafting/writing. 16. UNESCO Mali (Bamako) University degree at master level or higher, in one of the social sciences, e.g. Africa studies, or education or other social sciences area.

Two years of professional work experience, either in research or a development area. Some experience of working in other countries desirable.

Good knowledge of word processing and use of internet to obtain information. Interest in working on the preparation of a website and helping to collect information for it. Some knowledge of web page publishing would be an added asset.

Excellent knowledge of French; knowledge of English is an asset. 17. UNESCO Paris University degree (M.Sc.) in environmental sciences (biology, geography, conservation, forestry, landscape ecology etc.), or in international studies with focus on environmental policies and development co-operation. 2 years of professional experience in conservation or natural resource management; overall familiarity with conservation and management projects of natural heritage in the Asian Region, is an asset.

Excellent computer skills including design and data base establishment and management skills.

Excellent knowledge of English; good knowledge of French highly appreciated. 18. UNFPA PEROU (Lima) A solid academic background at the post-graduate level in reproductive health, social sciences, economics or other related field.2 years of professional experience.

Fluency in Spanish. Knowledge of an additional UN Language, preferably English, is desirable.

Good knowledge of computer management and applications. 19. UNFPA Sénégal (Dakar) A solid academic background at the post-graduate level in public health, related social sciences, demography, or other related degree. 2 years of professional experience.

Fluency in English and French, with excellent writing skills in English. Fluency or knowledge of Spanish desirable.

Good knowledge of computer management and applications. 20. UNICEF Bénin (Cotonou) Education : University Degree in Health Sciences, Public Health, Nutrition or Epidemiology. Work experience : Two (2) years professional work experience in programme planning, management, monitoring, and evaluation in related field.

Fluency in French and English required.

Skills : Current knowledge of development and technology in related field. 21. UNICEF NIGER (Niamey) Education : University degree in Public Health, Social Sciences or other related field. Work experience : Two (2) years of responsible professional work experience in project administration, monitoring and evaluation.

Language : Fluency in French and English. Knowledge of local working language of the duty station and asset.

Skills : Communication, analytical and training skills. Good knowledge of computer management and applications. 22. UNIFEM Ecu (Quito) Master's Degree (or equivalent) in Gender, Development Studies, Political Science, Sociology, Anthropology or other related social science (gender knowledge is a must). Work Experience : 2 years relevant work experience.

Women's Human Rights and/or Gender and Development.

Experience in peace and security and/or violence against women a major asset.

Experience in governance and women's leadership a plus.fluency in Spanish and English excellent writing skills willingness to travel to countries within the Andean Region strong computer skills. 23. FIDA (Rome) Advanced University Degree (at least Master's Level) in Development/Agricultural Economics, Rural Sociology, Anthropology, Geography or a related field. Proficiency in English and in another IFAD Language (Arabic/ French/Spanish).

Experience : Two years of post-graduate professional experience in a development related field (programme management, evaluation, research), preferably with some experience in developing countries.
