Elke Regering verbindt zich ertoe te allen tijde en zonder formaliteiten de personen over te nemen, die zijn binnengekomen op vertoon van een door de Belgische, Luxemburgse, Nederlandse of Servische autoriteiten afgegeven geldig nationaal diplomatiek of dienstpaspoort. 8.
